The contract, officially known as the Defense Healthcare Management Systems Modernization, has a base value of $4.3 billion over 10 years, and an expected 18-year lifecycle value of $9 billion, according to NextGov. Leidos will be responsible for building a new health records system capable of handling the 9.6 million beneficiaries of the DoD.

Interoperability is also a goal of the contract. While the DoD and Veterans Affairs systems are electronically interoperable today, the DoD seeks greater functionality of this interoperability with the VA in the new system. The DoD is also seeks interoperability with commercial providers, in order to facilitate the electronic transfer of health records with these providers.

Cybersecurity is of course another major concern, especially given the recent data breaches that have plagued both the public and private sectors in recent years. A recent data breach at the Office of Personnel Management affected more than 21.5 million individuals.

DoD conceived of the contract in 2013, and plans to begin field testing software in a limited number of locations by the end of 2016. The department hopes to have the new health records platform completely operational and running at all of its sites by 2022 if not sooner.

Leidos beat out both CSC and IBM for the multibillion dollar contract award. If either contractor wanted to file a bid produce, it would have to do so within 10 days of the date of the award, which was awarded on July 29.
